Russia has domestic and international connectivity, with the key domestic in Russia MTS, MegaFon TTK (formerly TransTelecom). On an international level, Russia is connected via three cables, most connectivity into Russia is terrestrial cable connectivity rather than subsea cable connectivity.

In August 2020, Russian telecoms provider MegaFon announced that it had started survey work for a proposed trans-Arctic subsea fibre system connecting Europe and Asia with Cinia (Finland) and Russian state enterprise Rosgeologiya. The Arctic Cable is intended to connect Finland, Norway, Arctic Russia with Japan, as yet there is no launch date.

A number of new CSPs have entered the Russian market, in part to comply with legislation that requires all data storage to be made within the country. Yandex Cloud, a subsidiary of the Russian search engine provider Yandex, launched cloud services from 2018.

There are 36 Data Centre Providers in Russia with around 80 Data Centre facilities. As part of the Russian Digital Economy Program, published by the Russian Government in 2018, calls upon the national telecom providers, led by Rostelecom, to build Data Centres in the Russian regions – with around 80 percent of Russian Data Centre capacity in the Moscow & St Petersburg areas alone. The aim is to provide a geographically diverse national network with Data Centre facilities across all of the Russian regions by 2024.
